| Oh, oh! I know this one! Saki Morimi from 'Higashi no Eden'. I totally loved that series. O.o - Spoiler:
The police approached Saki, because she was throwing pebbles at the White House (She was actually just aiming for the fountain, but it looked suspicious). Akira then came to the rescue, by drawing attention towards him (which is not hard when you're naked with a gun in your hand). He also had a phone on him, but no memory of his past.
At the end, Akira crowns himself the King of Japan, using the program named 'Juiz', in order to save the country.
Did you know a second season is about to start? ^^ Nice riddle, btw.
